Food

Bulgaria is the "real" Eastern Europe. Less marketed, fewer tourists, lower prices, more frontier feel. If you want to experience genuine Eastern European culture without heavy tourism overlay, Bulgaria wins.
If you have 2–3 weeks, doing both makes sense. Romania first (it's more accessible), then Bulgaria (it's more adventurous).
